You do realize that custom tailed gas formulations have been around in Californian longer than carbon laws? I also believe that ~13 other states also have custom gas formulations by season. The only real sham is that each is custom by the state, which drives us the cost more and reduces the risk of supply interruptions. We need either a Federal mandate on a limited number of formulations, or the states to agree on a limited number formulations.

Victims? We live in a democracy. The majority of Californians elected leaders and supported referendums that fequire a unique blend of gasoline sold only there. That limits the ability to bring in gas from anywhere else as it breaks the law. Only a certain few refineries can produce it.When those refineries have problems or become too expensive to operate there are shortages. The majority of Californians also elected leaders who will not allow new refineries to be built in the USA, so there will not be additional refineries to supply the needs of California. Finally Californians elected politicains who promised hefty pensions to public employees financed by Calpers. Calpers owns stock in public companies like Chevron and Exxon/Mobil and insists that those firms generate fat profits so that their stock price goes up so that Calpers can sell the stock at a profit and pay the pensions. Actions like voting have consequences. Californians aren't victims; they made decisions and have to live with the consequences. It is called responsibility.

As far as oil is concerned, there is no democracy, there is just greed, tenths of billions of dollars worth every month. Considering what is happening it seems that the oil industry was not regulated enough.

You don't think that the Gulf or the East Coast would be equally as fucked if a refinery there blows up as well?

Actually 3 refineries in Philadelphia closed down this summer because the companies that owned them could no longer make a profit running them. It cost too much to get the right oil into them. Gas prices here went up $.10 to $.20 per gallon. East coast blends are not as unique as Calif.so some other supplies could be found. Since then state governments have swung into action backing pipeline construction and suspending some environmental blockades to get the 3 refineries operating again under new ownership. Think that could ever happen in Calif?

Build pipelines, new refineries, extract and use the energy resources we already have within our borders while transitioning to other sources over time and we will have jobs aplenty. These extra supplies will also drive down prices, not only for energy but everything else that depends on energy. US companies don't control the world energy picture anymore.
