According to the weekly magazine Focus to be published Monday, Opel needs EUR2 billion, which General Motors can't provide.
It said the federal government would be prepared to guarantee EUR1 billion and the states of Hesse, North Rhine-Westphalia, Rhineland-Palatinate and Thuringia, where Opel has plants, would cover the second EUR1 billion.
Finance Minister Peter Steinbrueck, speaking from the Group of 20 summit in Washington, confirmed the talks to German media late Friday.
