The National Highway Traffic Safety Administration says it has the authority to regulate smartphones that interact with vehicles.

At a congressional hearing Tuesday, NHTSA Administrator David Strickland said the agency plans to issue voluntary guidelines for smartphones in vehicles next year. The new guidelines will be broader in scope than ones issued earlier this year that were aimed at automakers. He said the agency believes it has the authority under the Motor Vehicle Safety Act, which covers motor vehicle equipment.

Automakers have urged the NHTSA to address smartphones. They are concerned, however, that if guidelines on automakers are too limiting, drivers will simply stop using in-vehicle applications and rely on their hand-held cellphones.
