California's embrace of strict environmental laws gave it the edge over also-ran France in a "race" to put the most environmentally friendly cars on the road, a new report claims.

Well considering Cali has about half the population of France, and is the most visited country in the world (over 75 million people visit each year)...I would expect it.
But if you're basing this title simply on some electric cars, that's ridiculous.

france might be less environementally friendly than Cali emission-legislation wise, but take into account nuclear electricity production, public transport, and agricultural law, among other more miscellaneous things, i would say France is overall more evironmentally minded...
anyway they are both to be commended for serious efforts, Cali maybe a little more because of the fact that lobbies there have a further reach in governmental action

California is considered green though they outsource their energy needs to less populated states. The pollution in these places is artificially high because the people of California can afford to pay "big business" in other states to trash their environment, to produce their energy. This is done at the expense of the ordinary citizens in these "lesser" states.

California's pollution effects the entire world, mostly with the exception of California. If that is green, maybe I should sneak to my neighboring state to take out the trash, Sorry Wisconsin!

Besides, everyone knows the only state in the US that should be compared to another country is Texas. It is like a whole 'nother country.
