How exactly would an aftermarket tunner be able to make a car more efficient than the actual company who produced it?

um, this has been goal of bmw m for awhile now. hence, reason its cars typically have less hp in its class but consisdered better performers, lb to hp.

am tuners are not required to follow set guidelines, less restrictive and more money per car.
