Germany sees ‘Cash for Clunkers’ fraud
In Germany, authorities are investigating a case of fraud involving their Cash for Clunkers program. Reportedly, thousands of cars that were meant to be destroyed were instead sold illegally and used for parts. All companies involved in the program, including car parks where these cars were to be destroyed, are being investigated.

The German organized crime investigators say that around 50,000 cars have been sold and have ended up in Easter Europe and Africa. The authorities are estimating that the fraud goes up to 125 million Euros.

Whats the difference between being destroyed and sold for parts? It is still dismantled and is unable to run again. If the gov't if pissed that they were screwed, they should have been aware that this is bound to happen. Thousands of cars are shipped to Africa and Eastern Europe from Germany way before cash for clunkers promo.
