WTF? Japan's Cash For Clunker Program Excludes All US Produced Vehicles

Detroit's Big Three automakers urged the U.S. government Thursday to take action over what they labeled Japan's discriminatory "cash for clunkers" program.

In a letter to the deputy U.S. trade representative, General Motors Co., Ford Motor Co. and Chrysler Group LLC called the program "another example of Japan continuing efforts to discriminate against imported vehicles."

The program makes "the vast majority of imports ineligible for the program's significant tax cut benefit, regardless of the vehicle's fuel efficiency," the letter said.

apan is providing up to a $2,830 tax cut for scrapping a car 13 years old or older toward the purchase of a new vehicle, as long as it meets the 2010 fuel efficiency requirements, and a $1,130 incentive for new vehicle purchasers who do not scrap a vehicle.

Under Japan's program, no U.S. vehicles are eligible because of special import rules; 87 percent of Japanese-built vehicles are eligible.

They learned from our massive fnck up (cash for clunkers). We paid billions of dollars of borrowed money and funnelled it straight to the orient. Stupid. Stupid. Stupid. Stupid. If Japan doesn't return the favor we ought to put up trade barriers to their products that are at least as strong as they have against ours.

The real profit from the sales of these cars does not go to the worker. The real profit goes to the company. The profit from a Kentucky made toyota goes to Japan. This is not that hard to figure out. When you buy a toyota they ship all the cash straight back to Japan where it gets invested in R&D and goes to support and grow their company. Yes, some workers in Kentucky earn grocery and rent money, but that is not the big picture.

Great idea. I want more of my tax money supporting the resale value of someone else's japanese car. shseeesh.

How about we retaliate by taxing the shit out their cars regardless of where they are made but based on the location of the parent company. We would get along just fine without their rusty framed trucks, deathtrap camrys, and the rest of their crumple roof garbage.

germany STARTED the cash for clunkers concept and execution.

they WERE going to favor german cars, but were called on that as violating international trade rules.

until the int'l trade commission nixes japan's plan, we can assume the way their program is set up violates nothing.

Nobody on this site knows of the German C4C program because the Spies like the media control what we read on this site. And given the infallability of German automobiles, they could never in good conscience (or the potential to not be invited to a first drive in the future) post something so ridiculous.

What a stupid and avoidable situation the Japanese government finds it self in. It’s not like the Japanese buy a lot of American cars anyway, to exclude them just makes it look like protectionist policy and hypocrisy. Wasn’t it just this summer the Japanese automaker where whining about even the hint of exclusion from the U.S. “Cash for Clunkers’” program. This is a P.R. disaster that surpasses anything that Toyota could even dream up.

Got to love irony.

There is no excuse for this Japan version of C4C. With 20/20 hindsight the US should have done the same, too late for that now. The C4C “American car” build in Mexico, Canada or elsewhere did nothing for the American jobs and workforce involved at all levels of the US auto industry, UAW or other. Only car dealers benefited. C4C, nothing to do with Obama, just the US version of the Europe program. How come when most Europe countries do Cash for Clunkers is a good idea and when the US does it is bad? In Europe engines were not mandated to be destroyed, some vehicles continue to pollute as they found their way to other countries out of Europe or back on the road with falsified documents.

you also need to learn the difference between REVENUE (sales) and PROFITS. are you not aware that like many others, toyota had LOSSES rather than profits this year?

that means all american employees STILL GOT ALL THEIR PAY, and toyota itself actually ATE the losses. ditto for other mfgrs that had losses.

We should have done the same thing. It's only a temporary effort to boost the economy, so why not restrict it to American cars only? Its our governments money they should make sure it is spent in a way that will have the maximum desired effect, aka go to our own companies not Japanese ones. Its not like we would have been permanently subsidizing American cars, just for a short time.

In the article, it says that under Japan's "special import rules" NO U.S. vehicle is eligible, and this includes the Ford Fusion. So the few American cars that meet the minimum MPG standards are also eliminated from consideration - how is that not discriminatory?

Hate to say it, but Japan is starting a trade war, and that's on them. Bring it on! Considering that the U.S. consumer constitutes a good portion of their GDP, we'll see who is going to hurt more in this trade war. Play nice with the Chinese and drub the Japanese, it's not racism, but just "business".

Ask yourself this: What would Apple or Microsoft do? Exactly.

Nice, Good to see that old xenophobia, racism and plain old ignorance are alive and well in America!

The Japanese clunker program dosent exclude American cars, its just that americans dont sell any cars in Japan in any volume ..especially those that qualify for teh mpg requirements. The americans are asking for a waiver for that requirement . As usual. Why ? when was the last time an american company even competed in Japans Kei car market or compact marketor even manufactured anything there. You could pretty much repeat the same thing across Asia. (not counting the substandard 20 year old Daewoo Matiz being packaged as a Chevy)

It pains me as an american to read the substandard crap written by UAW1, by whose retarded logic, Chrysler products channel all their profits back to Italy .

Heres a brain opener for UAW1 , the mass car industry is a mature business with margins that are generally lower than 10% of revenue .
(exceptions : Porsche / Ferrari are botique manufacturers and generally have much higher percentage of profits)

So yea Japan ships its profits home because that whats its accounting laws say . GM ships its profits home from asia. Europe too.
But Manufacturing pretty much means that out of every $2000 spent only
at most $200 will make it back ( Toyota works on a 8% margin so its even lesser, not counting that during years when they mak a loss nothing is shipped home).

is this issue being OVERBLOWN? new article:

David Shepardson / Detroit News Washington Bureau

Washington -- The Japanese government Friday rejected criticism that its $3.7 billion "cash for clunkers" program unfairly excludes Detroit's Big Three automakers.

Satoshi Miura, a consular official in the Japanese Embassy in Washington who handles auto issues, said U.S. manufacturers could participate if they followed the same import rules as many others. Instead, U.S. companies opt to use a set of rules that doesn't require the same emissions testing.

"The short answer is Japan believes that our program is fair," Miura said today. "We have our 'cash for clunkers' program, but this is not only about stimulus but also for environmental policy.

"Any car can enjoy this program as long as they satisfy the same fuel efficiency standards, regardless if it is domestic or imported."

Miura said 43 percent of imported vehicles qualify for the program in Japan.

43% of models japan currently imports, but NOT ONE american vehicle? sad.

that's what happens when redneck americans support mainly gas guzzlers, and detroit has NO INCENTIVE to make safe, clean, fuel efficient vehicles. UNTIL pressed to the wall by hybrids.
