Actually the states with the well established and thus larger assistance programs are the worst off. We still have a surplus in Texas, but we also have a relatively low amount of people on governmental assistance.

And how can you blame the road conditions on people getting public assistance? If that's the case you can also blame the road conditions on medicaid recepients and anyone else who else who gets GOV't aid (Social Security).
