Longmont is near me and is bigger than 70 people ;-)
In addition to the issues with interference with emergency vehicles, it also totally screws up the timing of a series of lights so traffic backs up. There is now talk in Colorado of introducing "emergency" legislation to ban this practice.
In my town, they replaced all the simple infrared controllers with digital ones to prevent this.
