Los Angeles Police Department Busted For Mandating
A jury on Monday awarded $2 million to two Los Angeles police officers in a civil suit against the city and the department alleging there was a "quota system" for writing traffic tickets on the city's Westside.

Officers Howard Chan and David Benioff, veteran motor officers with the LAPD's West Traffic Division, sued the department in 2009, alleging that their captain mandated each motor officer to write 18 tickets a day, according to the suit.

North America is supposed to be a democracy, how is it that we let the gov. purposely dictate slow speed limits to collect revenue for the country? Especially alleged construction zones devoid of any construction, thus people speed through work zones and then flaggers get killed, all for a few $$ the gov. can collect of the speeders, if they had mandatory flaggers 200 yards before every work zone nobody would speed through them.

I mostly agree with what you state, but for some reason there is still too much control inside the gov. behind closed doors, they have made "speeding" an extra tax, especially in America, I have heard of people getting tickets driving 1mph over the speed limit, try and tell me that is saving everyones lives and isn't a tax grab, America almost shut down the whole Gov. a few days ago because you are all so broke, ironically the big wigs are still getting millions a year doing almost nothing while the working poor are paying for everything.

Quotas are a measure of performance and totally legal. As long as the ticket's are for legitimate offenses.

The $2 million jury verdict says otherwise - I guess the quota is not "legal" after all?

Measuring quota as a reflection of performance is one thing, but MANDATING a quota is illegal.
