UK: Five percent of drivers still not wearing seatbelts, ten percent going too fast
According to a study unveiled by IAM – Instiute of Advaned Motorists, five percent of motorists still do not use the seatbelts.

One in 20 drivers at junctions could have been thrown forward or through the windscreen if they had to make an emergency stop, the AA’s army of volunteer Streetwatchers has found.
Observing junctions and roundabouts across the country, AA Streetwatchers logged 40,000 vehicles and found 4.92% of drivers not to be wearing seatbelts.

Agreed. Even if a driver is exceeding a particular speed limit, they may not necessarily be going too fast. For some driver/vehicle/road/weather/traffic condition combinations, going the posted speed limit is too fast. For an experienced and alert driver with the right vehicle with good weather and traffic conditions, a much higher speed could be safe and not "too fast".

I am more interested in the % of drivers cruising in the left lane.
It is always useful to have an idea of the current Moron % in the human gene pool.
