If EV charged with mobile equipment, the "clean transport" do not valid anymore. In that case I would change the benefits for EV-s as fallows:
- Delete all tax benefit
- Calculate total amount of fuel consumption of Rescue Truck and the mobile generator usage. Deteriorate tax benefit of EV with the "Rescue" fuel consumption.
- Charge extra money: for rescue as 20 USD / gallon of truck and generator + the rescue cost.
- Limit the case of EV rescue e.g. 2/month. (It would be too strict?)

In other hand it will be a big business to have rescue truck service network for EV-s. Maybe transport an full charged Leaf and replace with customer empty one OR making a car share business with Leafs OR simple sell Priuses and trade in Leafs for 30% RV.
EV-s creates lot of business opportunities to improve the economy. :-)

What if the tow trucks were also electric? Would you then double the tax credit? And what does it matter to you, the EV owner pays AAA for the service just like any other vehicle owner.

The American Automobile Association (AAA) is, for most motorists, the place you call whenever you need roadside support. But what about the increasing amount of electric and hybrid electrical vehicles (EVs) on our streets? What about their service requirements? AAA promises to test one possible remedy next month.
