VW and other German manufacturers are having plants overseas due to the following factors:
1. Meeting increased demand
2. Hedging against currency.
3. Proximity to key markets

Germany is still the manufacturing powerhouse, they were smart enough to refuse out-sourcing, and have also refused to give away sensitive information. Some German companies have even refused to sell their products to China.

If you have ever managed American and German companies, it shouldn't take much to intellectual exercise realise the wisdom in the way the Germans approach running a company but that might a bit complex for you to fathom.
