Obama's Cash For Clunkers Program Blamed For Keeping Used Car Prices At All Time High
It’s been just over two years since the federal government’s $3 billion Car Allowance Rebate System — better known as Cash for Clunkers — took 677,081 used cars off the road, spurring an equal number of new-car sales in a recession-battered economy. Vince Powell says he can still feel its effects. Powell owns Powell Motors, an independent used-car dealership across the Willamette River from downtown Portland, Ore.

"Obviously a lot of them were junk and deserved to be called clunkers," says Powell, who owns the store his father began in 1933. But a sizable chunk — Ford Explorers and other four-wheel-drivers — were "decent cars," he says. "I think we’re paying for it now. Prices for used cars are up, and the cheaper stuff was higher now than it was before."

In the program’s aftermath, slashed supplies drove used-car prices up.

He made the command decision to take out Bin Laden. Was that not good for the country? His decision was to use the seal team, instead of occupying a country and sending 100,000’s of troops like the dumb GOP would have done. Guess which method worked? Vince Powell might be seeing high used vehicle prices, but it is not really attributed to cash for clunkers. There are over 240 MILLION vehicles on US roadways (you can check yourself - USDOT vehicle registrations). Of this, at least 100,000,000 were put on the road within the past 10 years. The reason we are seeing high used vehicle prices is NOT because we took "677,081" cars off the road. It's because we were building cars at a clip of 17 million per year before 2008 and then ramped down to 10/12 million. There are more cars being scrapped every day than there are being produced. Do the math.. you can see that cash for clunkers was too small a program to truly be blamed. It didn't really do much of anything.

I agree with both of you. $3 billion could have been used in a more wise manner. IMO, there is a very small correlation for my 6.0 V8 Pontiac G8s value being high due to a 1992 Ford Exploder being executed. Price remains high because such a low amount of ALL vehicles were made/sold in 2008/9. One could also argue that without CARS, prices would be higher in the used market for late model vehicles, as ~700,000 less COULD potentially have been sold. IMO, too many additional factors to blame CARS.

BSBB - This discussion is not about the cost of cash for clunkers - it is about whether or not cash for clunkers is the reason why we are seeing high used vehicle prices. I'm sure you are pleased with your clever response but it is irrelevant right now. The math I was talking about is related to vehicle supply and demand. The used vehicle population is well over 100,000,000 cars (that's 100 million, BSBB). To say that extracting 700,000 from the market could have such a protracted 24 month increase on prices is far fetched. As you can see from new car sales data, we are not building new cars at the rates we used to. The impact of that is that the supply of used vehicles will shrink over time as monthly scrappage exceeds new production. In addition, interest rates are very low, meaning that manufacturers can offer incentive financing instead of cash back to promote sales. This provides a higher ceiling for used vehicle prices to rise toward while still staying below new.

Under this particular program the vehicle traded in was mandated to be scrapped. The engine had to have a solution run through it that destroyed it and the rest of the car was supposed to be sent to the recycle (junk) yards. None of them were supposed to be resold, in fact doing so was a major violation.

The problem with cash for clunkers is that none of the cars traded in could be resold, and I have seen some very nice cars that are far from clunkers being traded in. Some nice Volvo's, BMW's and late model cars that would serve someone well destroyed. As a car enthusiast I cringed at the sight of some of these cars that were being crushed under the cash for clunkers program.

The greatest expense of owning a new car is depreciation. In a tough economy, many people choose to avoid that expense by buying a used car. Consequently, the demand for used cars is high.

But I appreciate the in-depth Pulitzer-worthy reporting, digging deep with opinions from an Oregon used car salesman. I guess a lot of people will see Obama in a totally different light now, since we all know he and only he is responsible for Cash For Clunkers -- I mean, of course the President can just create programs and pass them single handedly, right?
