Feds Close Loophole And Pass Annual Fee For Electric Car Usage

Drivers of purely electric vehicles avoid paying the gas taxes included in the cost of a petro-product fill-up. Consequently, if E.V.’s were to become widely adopted, less money could flow into accounts that pay to build and maintain roads.

That possibility is the impetus behind the efforts of some states to impose alternative forms of taxation on E.V. drivers, like flat annual fees or levies based on the miles traveled.

On Feb. 11, Washington, which taxes gasoline at 37.5 cents per gallon, passed a bill that would impose a $100 annual fee on electric car users.

States currently collect money for road maintenance differently. Some rely entirely on gasoline taxes, others have property taxes on the value of the cars, and others have a higher number of toll roads.

The problem with the gas tax is that farmers, landscapers, and people with backup generators pay it even though the machines that use the gas do not use the public roads. EVs and CNG vehicles have the opposite problem. Plugin hybrids sometimes use gas and sometimes they don't. So a fair way of taxation would be usage based, regardless of the fuel. The tax can be assessed based on vehicle type, miles driven, weight, and emissions during the state inspection.

The bottom line, it's controversial and complicated.
