Just Following Directions Boss: Canadian Road Crew Plants Utility Pole In The Middle Of The Road
How does one say "good civil engineering" in French? Residents in the Quebec town of Johnville have seen one of their roads turned into a de facto obstacle course thanks to a giant pole planted right in the middle of a highway. The road is currently undergoing renovations, but teams somehow managed to either miss or improperly install this electrical pole in the part that cars have to use.

I see a sliver of shadow from the pole towards the curb to the right... I think thats the shadow...

From my experience the pole wasn't put in the road rather just the opposite. The contractor built the road despite the pole to make his schedule. Utility companies need long lead times to relocate pole lines. So, who was responsible to coordinate the relocation is at fault, but the State or County whoever owns this road is a sitting duck for expensive litigation allowing this to happen.
