So wait, wasn't the XTS supposed to be the flagship? I'm so confused!

The XTS is kinda the temporary flagship while Cadillac works on their "true" flagship car. The Ciel-based car was going to be a "halo" model but they weren't planning to make a lot of them. Low production quantity meant that they'd have to set the entry price over $100k --- very hard for the rich mainstream to consider a $100k Cadillac that not a special, mil-spec, top secret vehicle.

So, just like the Sixteen concept, the Ciel is shelved. And it's just possible that the Ciel is a bit ahead of its real time as an actual production vehicle. It's possible we'll see something like it again before 2020 that will definitely go into production.
