Until Tesla can crack the 30,000 Euro mark, which cheap labor and plentiful tax incentives will help make possible, there is no reason to locate production to Europe, even though there is a HUGE market there.

Tesla does need to geographically diversify manufacturing if they plan to grow. The Numi plant may be big, but it is only one, and it is in a freakin' earthquake zone. Also since the dollar is getting stronger the Model S will become even more expensive abroad.
