Because like most Asian companies and countries, they simply copyright/patent an existing IP and then count it towards their annual innovation count.

Stupid that iPad in China is a Chinese invented product because some guy can fill out the proper paperwork, or Tesla is a Chinese car brand because someone decided to patent the name, therefore take the credit in China for invented the Tesla.

Their usefulness will be shortlived. The Japanese saw it, the Koreans are seeing it, the Chinese are starting to see it, now its Vietnam's turn to benefit from our country's hunger for cheap crap.
