Will- may be a good thing. Statistics show almost 1/2 of the wrecks occur in the first 500 hrs of driving. I think it was California limits new driver at age 16 to certain parameters and this helps too. (like no other teens in the car, and no after dark driving)

PlanoA4: They have that system in Illinois as well as many other states. Where I live a teen needs to complete 50 hrs of driving with a parent in the car.

Trust me, it won't discourage teens from wanting to drive. Who actually buys these systems? Parents probably know that if they crash, the info can be used against them. (I think).
