It looks to me like the cop was just checking out the car. They're probably looking over a brochure. The driver is explaining to the cop the pricing structure. After the picture was taken, that cop, Sgt. Lewis Dodson, was arrested for selling two million dollars in confiscated narcotics to an undercover officer.

The police probably saw something unusual about the car like he's never seen before and it's true he's probably never seen a new M3 or the new coupe for that matter. Probably thought he was speeding with the new V8 grunt the new one has. Tricks the police everytime.

EG. Bald tires squeeling = flooring it with a burn out.
EG. Ferrari 1st to 2nd gear normal city driving = a honda fit/civic gasing it all the way
