Tesla Opens “Gigafactory” on July 29th

Huge Tesla’s battery factory is less than a month and a half from the opening ceremony. The building was completed only 14 percent at the beginning of this month, according to a Bloomberg report. However, announcements via e-mail, sent to customers who have received invitations for the gala opening event, reveal that the “D-Day” is July 29th.

"opens" should be "to open"...You would want to use a future construction rather than a present tense construction...as for the factory...oh look another charade

My guess is they will open some portion of the facility, but not the entire building. Nothing wrong with an opening ceremony with some initial operational ability.
