Uber Continues Illegal Use Of Self Driving Cars In San Francisco
Uber continued its aggressive strategy of bucking local laws by launching its self-driving ride-hailing program here last week without California's permission. The day after the launch, the California Department of Motor Vehicles sent Uber a letter ordering the company to cease operations until it gets permission to operate the vehicles on public roads. If Uber refuses, the DMV said it would pursue legal action.

This is a case where the actual written law has some problems - and it will take a judge(Maybe several) to determine who is correct - BUT under the circumstances - it appears that indeed UBER may not be inviolation since a "driver" (someone sitting in the drivers' seat) is indeed in every car - even if they are not actually driving completely - but they do have the ability to take control.
So the title of this arcticle - may be in error.
