German Cars already sell for less here in the USA than they do in Germany (WHere a 20% VAT tax is added that we do not pay here). That puts brands from outside Germany at a disadvantage - so leveling the playing field is something long overdue

VAT is a form of sales tax. Every German pays the same VAT tax for a new car whether it's built in Germany or the US. There are additional tariffs on US cars, but that has nothing to do with VAT. And VAT has absolutely nothing to do with restricting trade.
