Germany Tells VW Owners To Fix Their Diesels Or They Will Revoke The Registration

Owners of Dieselgate-affected Volkswagen Group cars in Germany who refuse to have the manufacturer's emissions fix applied could have their cars deregistered by authorities. 

Automobilwoche reports that the KBA, Germany's motor vehicle regulator, has already revoked the registrations of several Audi and VW cars without the fix in Hamburg and Munich following repeated warnings to the drivers, because the cars were still emitting more NOx than was originally declared.

Yeah, punishing the owners for VW's sins is how the socialists do it. Fine VW a dollar amount per day per unfixed car and watch miracles happen.

Exactly how is VW supposed to force the owners to comply? The owners already have about 18 months after they've been notified to get their cars updated. VW can't just go grab the car and update it. If the threat of their registration being cancelled doesn't get them to bring the car in, exactly how is VW going to make it happen?

All I can think of is to bribe them with a hefty payment, But how is VW going to do that if you are fining them some ridiculous amount?

What proof does VW have that proves that made contact and the person refused to do the servicing? If VW has a statement from the owner saying "I refused to comply." then sure, punish the owner.
