In response to persistent juvenile auto thefts, Buffalo Common Councilwoman Zeneta Everhart (Masten District), working with Councilman Rasheed N.C. Wyatt, has advanced the “Drive Forward Initiative.” The plan, which received initial committee support in late July 2026, would primarily target first-time youth offenders caught stealing cars and connect them with automotive education and training instead of—or alongside—standard punishment.
Participants would learn vehicle repair and related skills through partners such as the Northland Workforce Training Center, local dealerships, or manufacturers. The stated goal is to convert the mechanical aptitude some teens already display while stealing cars into legitimate career paths and jobs, while still demanding accountability. Everhart has observed that many of these thefts appear motivated by social media and TikTok content rather than pure financial need, arguing the program would redirect that behavior rather than excuse it.
Details remain unfinished. Coordination with the Buffalo Police Department and Erie County District Attorney’s office is still required. If finalized, the initiative could begin accepting participants around late 2027—more than a year from now—amid ongoing concerns about youth car thefts in the Buffalo area, even as overall vehicle theft numbers in the city have declined from earlier peaks.
Critics of similar diversion efforts note the long timeline, the focus on first-timers when repeat juvenile offenders are common, and the question of whether teens seeking online thrills will suddenly embrace shop class and dealership apprenticeships.
